WATER FOR PEACE IN THE MIDDLE EAST

9.00 to 12.00, TAJO HALL (NO. 34)

This Panel will build on several years of work carried out by Green Cross International in cooperation with the Center for Middle East Peace and Economic Cooperation, the Peres Center for Peace and the International Arid Lands Consortium to promote peace and cooperation over the region's shared and increasingly scarce water resources. The discussion will highlight the ability of parties in the region to work together cooperatively in the resolution of complex water issues through practical projects.

The morning will be organised in three parts:


- national plans for water: presentation of the work of Green Cross, followed by national plans for water from Jordan, Israel and the Palestinian Authority Ministers;
- expert debate: regional and international water experts will debate the water priorities in Middle East;
- regional ministers: regional ministers will comment on the potential for cooperation as seen from their countries.

WATER FOR PEACE IN SOUTHERN AFRICA

Southern Africa is a region containing some of the world's most admired examples of regional cooperation over water; paradoxically it may nevertheless soon face serious disputes as each nation's water situation worsens and this cooperation does not progress from the level of negotiation and principle to action and solid commitment. This Panel debate will highlight both the impressive achievements of SADC and the different international river basin authorities in Southern Africa, and suggest concrete solutions for the challenges faced by a region confronted with a water crisis which could threaten its stability and hinder its development.

The discussion will highlight different perspectives and experiences of states and peoples, and propose ways through which the region could extend its cooperation over water resources to consider the needs and fears of all people in the many shared river basins.

NATIONAL SOVEREIGNTY AND INTERNATIONAL WATERCOURSES

Four former world leaders will release and debate their report on National Sovereignty and International Watercourses, which deals with the essential question of water conflict resolution and prevention, and share their personal visions on the peaceful sharing of international watercourses. Among the proposals put forward by this Panel are the activation of integrated basin level authorities, the establishment of a Corps of international water conflict mediators, and the acknowledgement that a basic entitlement to clean water is a universal human right.
Dr. Ismail Serageldin, Chairman of the World Water Commission for the 21st Century will present the general context of the Sovereignty Panel's activities. The four Honorary Members of the World Water Commission for the 21st Century who constitute the "Sovereignty Panel" are Mikhail Gorbachev (Chairman), Former President of the USSR, and President of Green Cross International, Ingvar Carlsson, Former Prime-Minister of Sweden, Sir Ketumile Masire, Former President of Botswana, and Fidel V. Ramos, Former President of the Philippines, will present their views on the question.
